Ponzo explains this phenomenon

Ponzo explains this phenomenon by perspective hypothesis and states that two converging lines moving in the same direction, appear to be meeting at a point or towards the horizon. Also, the distance between the two lines will largely determine the distortion between the converging lines. Ponzo illusion is helpful in explaining the Moon illusion, where Moon appears larger near the horizon than it does when it is farther up in the sky.

Our eyes interpret the upper

The upper line appears to be longer as we see the converging lines in a linear perspective. Our eyes interpret the upper line to be at some distance and in order to see an object of same length at some distance, the object needs to be longer than the nearer one. This phenomenon is required to produce retinal images of the same size.
